Richmond landed this race 10 months ago. You would think city and suburban leaders would have been at the table before then, plotting a course for the championships. Instead, Dick Glover, chairman of the Henrico County Board of Supervisors, says the city has not contacted the board about possibly participating in staging races or sharing in the cost. Said Henrico Supervisor Tyrone Nelson: "If this is a regional project, then probably everybody should have been at the table at the beginning." If Nelson finds fault with Richmond's approach, it should give City Hall pause. Nelson cannot be dismissed as a suburban reactionary. Nelson, like Richmond Mayor Dwight C. Jones, is a Baptist minister. He pastors a church, Sixth Mount Zion, in Richmond's Jackson Ward.
